Preparing Usable EISs and EAs

How usable is your latest EIS or EA? If properly prepared, an EIS or EA, plus its ROD or FONSI, commits you to certain do’s and don’ts both for current and follow-on projects. In practice, however, too many EISs and EAs have been shelved and ignored because they just weren’t useful either for current projects or for follow-on
projects.
A Problem EIS (based on an actual EIS recently issued by a major federal department): A costly programmatic EIS has turned out to be useless as a guide for follow-on projects that should be tiered to the EIS. Update
“Despite going into the season on the heels of continuing drought and severe conditions, the 2004 fire season materialized as a below-average year across most of the nation. Alaska, the lone exception, experienced its worst fire season on record. Alaska accounted for 667 fires and 6,377,346 acres burned to date. The lower 48 states resulted in 1,324,810 acres burned, or only slightly more than 36 percent of the average acres burned. Fewer dry lightning storms and high initial attack success rates contributed to the fire season being less severe than anticipated across much of the nation.“

- Summarize the decision(s) to be made and identify any other lead or cooperating agencies in the NEPA
analysis.
- Summarize the scoping/Public involvement and profile major relevant issues. As appropriate, identify issues considered but eliminated from further
analysis.
- List Federal, state, or local permits, licenses, or other consultation requirements.
