U.S.
Commerce Secretary Carlos Gutierrez announced a formal determination
of a fishery failure in Louisiana and Texas due to the devastation
following Hurricane Rita. The affected area includes the Gulf
of Mexico coastal areas of both states.

Interior
Secretary Gale Norton announced that the U.S. Fish and Wildlife
Service is awarding nearly $8.1 million to help 45 federally
recognized Indian tribes manage, conserve and protect fish
and wildlife resources on tribal lands in 18 states.

The United States Geological Survey (USGS), U.S. Fish and Wildlife Service (USFWS), National Park Service (NPS) and the Bureau of Land Management (BLM) signed a historic agreement with the International Association of Fish and Wildlife Agencies (IAFWA) to expand, combine and strengthen resources on common science and research issues. In coordination with IAFWA, these agencies will work together to properly manage threats of diseases such as avian influenza or the West Nile virus, handle the ecological impacts of Hurricane Katrina, or measure the economic impacts of invasive and prevalent species.

Estimating NEPA Impacts Despite Incomplete
and Unavailable Information
If the “overall costs of obtaining the information
are exorbitant or the technical means are unknown,” the
agency must discuss four topics in an EIS:
- A statement that information is incomplete or unavailable.
- An explanation of why and how the missing information
would be relevant.
- A
summary of existing and credible information that is related
to the missing information (insofar as such information
exists)
- An evaluation of possible impacts, based upon
“theoretical approaches or research methods generally accepted
in the scientific community” (Section 1502.22(b)(4))
