Policy Act (NEPA).”

THE EFFECTS ANALYSIS PROCESS
Court cases (and the CEQ Regulations) have defined
many of the features of a legally adequate process. These
features mandate that agency analysts must identify the
following:
- The
area of potential effects for each affected resource resulting
from the proposed action/alternatives. Note that a different
area will likely be identified for each resource.
- A list of all direct and indirect effects resulting
from the proposed action/alternatives.
- A
list of all other actions (past, present, and reasonably
foreseeable) that had, have, or are expected to have overlapping
effects upon the same resource.
- A
list reflecting the accumulation of all direct and indirect
effects (from numbers 2 and 3 above)
- The
importance or significance of the accumulation of effects
upon the resources.
