Cultural and Natural Resource
Management
Wetlands, floodplains, and the coastal zone are crucial geographical features. More and more, these areas are recognized for their ecological value as well as for their special management needs. The following steps should be followed so agencies fully comply with all laws and executive orders in protecting wetlands, floodplains, and the coastal zone:
- Survey
all agency land to determine if wetlands are present and
to establish status and condition. Review National
Wetlands Inventory Maps, Topographical Maps, and Soil
Survey Maps to determine if wetlands are likely to exist.
- Develop
management plans to guarantee that current and future
development will protect and enhance the existing
wetlands. (Adaptive Management)
- Consult
appropriate agencies for any applicable permits required
whenever you propose activities that might potentially
affect a wetland.
- Finding
of No Practicable Alternative- EO 11990 states, each
agency “…shall avoid undertaking or providing
assistance for new construction located in wetlands unless
the head of the agency finds (1) that there is no
practicable alternative, and (2) that the proposed action
includes all practicable measures to minimize harm to
wetlands.”
