Several criteria for good indicators are now clear to most NEPA practitioners:
- Agencies need not display impacts on indicators that are not relevant to the project, especially when a single resource may have multiple possible indicators.
- The best indicators are quantified measures along with the necessary interpretation of the numerical values presented.
- Models and other projection tools need to be relevant to the project at hand, and the NEPA document must discuss pros and cons of any model chosen to provide data about projected impacts.
- Qualitative measures are acceptable as long as the impacts are still interpreted in a manner that allows the public to understand the importance of the potential impacts.
