A NEPA Storyboard Example

The goal of an early storyboard is to help NEPA writers create documents that are clear, brief, and legally adequate.

The storyboard example in this newsletter shows the initial 8 pages for a transportation project. We originally prepared these sample pages and some additional ones for inclusion in a Shipley Group training manual for the Federal Highway Administration. As explained in that manual, using storyboards is a major technique designed to help NEPA teams create clear, brief, and legally adequate documents.

National Trail Classification System Changes Published for Comment.
The Forest Service is publishing interim final directives for the trail classification system (TCS) and Design Parameters, which went into effect on October 16, 2008. The Forest Service is issuing the interim final directives for the TCS and Design Parameters to improve national consistency and efficiency in design, construction, maintenance, surveying, and assessment of National Forest System trails.

Using NEPA Requirements
to Define a Proposal

NEPA processes begin when a Federal agency is developing a proposal for Federal action. As CEQ (§ 1508.23) states, a proposal exists when an agency is “preparing to make a decision.”

Many agency decisions and associated actions are proposals from the NEPA perspective. These NEPA decisions, as enumerated in the CEQ Regulations (§ 1508.18), generally fall under one or more of the following categories:

  • “Policy . . . rules, regulations, and interpretations”
  • “Formal plans . . . [for future] uses of federal resources”
  • “Programs . . . to implement a specific policy or program”
  • “Specific projects . . . [including] permit[s] or other regulatory decision[s]”

A few agency decisions fall outside NEPA—for example, internal staffing changes, personnel policies, and budget allocations.
