Are Private Contractors Making Major Governmental Decisions?

National Public Radio (NPR) recently reported that in 2007 the Federal government spent nearly $450 billion on contracts with private industry. NPR’s key question was essentially this: Are private contractors making major policy decisions; ones that government employees should be making?

The short answer seems to be that contractors are at times making all sorts of decisions, including ones that influence major Federal policies.

USDA ANNOUNCES NEW OFFICE OF ECOSYSTEM SERVICES AND MARKETS
WASHINGTON, Dec. 18, 2008--Agriculture Secretary Ed Schafer today announced the intention to establish a new USDA Office of Ecosystem Services and Markets and the creation of a federal government-wide Conservation and Land Management Environmental Services Board to assist the Secretary of Agriculture.

SUPREME COURT LIFTS LIMITS ON NAVY SONAR NEAR WHALES
The US Supreme Court has invalidated two court-imposed restrictions aimed at protecting whales and other marine mammals from powerful Navy sonars during anti-submarine warfare training off the southern California coast. The case, Winter v. Natural Resources Defense Council, involved a dispute between the Navy and a group of conservationists over the use of mid-frequency active (MFA) sonar during large-scale naval training exercises.

Seven Principles for Ensuring
a Quality EIS or EA

  1. Collaboratively develop a vision of the final EIS or EA and all its supporting information.
     
  2. Set the page layout and document structure to match this vision.
     
  3. Use CEQ’s recommended outline to ensure that your EIS or EA is analytic, not encyclopedic.
     
  4. Mock-up/storyboard the entire EIS or EA, including projected graphics for major NEPA conclusions and supporting facts.
     
  5. Then, and only then, begin to draft the full text.
     
  6. Review the evolving text and graphics to verify their relevance and effectiveness.
     
  7. Shepherd the drafts (print-ready copy, CD, or web version) through production and assemble all supporting information.
