The following newsletter discusses 3 important C’s for NEPA analyses: cooperation, coordination, and collaboration. All three may contribute to a sound NEPA analysis process. Cooperation is the most clearly developed of the three, with the legal roles and responsibilities of cooperating agencies outlined in the Council on Environmental Quality (CEQ) Regulations, Sections 1501.5 and 1501.6.

Energy Policy Act of 2005: Greater Clarity Needed to Address Concerns with Categorical Exclusions for Oil and Gas Development under Section 390 of the Act

“U.S. Government of Accountability Office (GAO) was asked to report on (1) the extent to which BLM has used section 390 categorical exclusions and the benefits, if any, associated with their use; (2) the extent to which BLM has complied with the act and agency guidance; and (3) key concerns, if any, associated with section 390 categorical exclusions. GAO analyzed documents from all 26 BLM field offices that have used this new tool, including a nongeneralizable random sample of 215 section 390 categorical exclusion decision documents.”

President Obama signs an Executive Order Focused on Federal Leadership in Environmental, Energy, and Economic Performance

“President Obama signed an Executive Order (EO 13514)... that sets sustainability goals for Federal agencies and focuses on making improvements in their environmental, energy and economic performance. The Executive Order requires Federal agencies to set a 2020 greenhouse gas emissions reduction target within 90 days; increase energy efficiency; reduce fleet petroleum consumption; conserve water; reduce waste; support sustainable communities; and leverage Federal purchasing power to promote environmentally-responsible products and technologies.“

USUUtah State University Department of Environment and Society NEPA Certificate Program

The NEPA Certificate Program was designed to prepare natural resource and environmental professionals to meet the challenges of complying with the act and working effectively on NEPA documents. We believe participants who successfully complete the program will have a solid understanding of both the spirit and the letter of the law, and will be more effective members of interdisciplinary teams responsible for developing NEPA documents

USU Continuing Education in Ecosystem Management (CEEM) offered by Utah State University
This highly successful program prepares natural resource professionals to meet the challenges of implementing ecosystem management. Participants gain an understanding of how the human dimension, ecology, and economics function and interact, and apply this understanding in ecosystem and landscape management. Learning is in an interdisciplinary environment and the intended audience is natural resource professionals from all disciplines involved in wildland management.   1. Explain who wants to do what and where they want to do it.
  2. Summarize the need for the proposed action(s).
  3. List project objectives (the purpose) and give their sources.
  4. Identify any laws, regulations, or other EISs/EAs that influence the scope of this EIS/EA.
  5. Summarize the decision(s) to be made and identify any other lead or cooperating agencies involved in this NEPA analysis.
  6. Summarize the scoping/public involvement and profile major relevant issues. As appropriate, identify issues considered but eliminated from further analysis.
  7. List Federal, state, or local permits, licenses, or other consultation requirements.
