Department of Interior Expands Common-Sense Efforts to Conserve Sage-Grouse Habitat in the West
“U.S. Fish and Wildlife Service found that, based on accumulated scientific data and new peer-reviewed information and analysis, the greater sage-grouse warrants the protection of the Endangered Species Act but that listing the species at this time is precluded by the need to address higher priority species first. The greater sage-grouse will be placed on the candidate list for future action, meaning the species would not receive statutory protection under the ESA and states would continue to be responsible for managing the bird. “

Climate Change Adaptation Task Force – Interim Progress Report
On March 16, 2010, the Task Force released an Interim Progress Report which outlines the Task Force’s progress to date and recommends key components to include in a national strategy on climate change adaptation.

USDA Forest Service Will Host Public Events on Development of the New Planning Rule
“USDA Forest Service Chief Tom Tidwell today announced a series of events to provide opportunities for public discussion on the development of a new Forest Service Land and Resource Management Planning Rule (planning rule). The Forest Service will host a national science forum, three national roundtables and nine regional roundtables.”

Cooperation, Coordination, and Collaboration
- Distinguish between potential coordination steps and the more traditional NEPA practice of identifying cooperating agencies.
- Remember that coordination is not as legally well established as is a clear cooperating agency status (usually outlined in a memorandum of agreement).
- Decide how your agency wants to use cooperation, coordination, or collaboration.
- Include coordination language in your environmental compliance records (as a proactive defensive strategy even if you do not have separate coordination steps).
- Monitor your agency’s use of the three C’s (cooperation, coordination, and collaboration).
